If I'm getting ready for an outing with my two kids (and no other adults) and I don't use screaming, panicking, rushing or a cattle prod, it takes an hour.

I think it's totally reasonable for it to take an hour to prepare for an outing with two kids! My prep for one kid usually takes 20-30 minutes, unless it's a less-than-one-hour walking downtown outing.
